Professor Finnegan is an honors graduate of the University of Michigan Law School, where he served as Editor-in-Chief of the Michigan Journal of International Law. He received his undergraduate training at the Georgetown University School of Foreign Service. He has also studied at the University of Dar es Salaam in Tanzania and at the University of Nairobi in Kenya. After law school, Professor Finnegan practiced law for five years in Washington, D.C., most recently with King & Spalding. His practice focused on domestic and international antitrust and competition matters. He also represented clients in government contracts investigations and related litigation, in international investment dispute arbitration, in federal grand jury investigations of white collar criminal offenses, and in the litigation of commercial disputes before arbitration panels and federal courts. Professor Finnegan has also served as a consultant to the World Bank. Professor Finnegan is currently a Ph.D. candidate in the Department of Political Science at the University of Michigan where his studies have concentrated on the fields of Comparative Government and Public Law. His dissertation research project examines the relationship between law reform and economic development in Africa. His dissertation fieldwork in Tanzania was supported in large part by a grant from the National Science Foundation. Professor Finnegan teaches
